An employee is about to terminate. What are my COBRA obligations?

COBRA applies to NY employers with 20+ employees — providing terminated employees and their dependents the right to continue group coverage at their own cost (102% of premium) for up to 18 months (sometimes 36). NY also has Mini-COBRA for employers with under 20 employees, providing similar continuation rights for up to 36 months. Notice timing is strict: employer notice to plan administrator within 30 days of qualifying event; election notice to employee within 14 days after that.
