What about NY Disability Benefits Law (DBL) and Paid Family Leave (PFL)?

These are separate from WC but typically placed alongside it. DBL is a NY-mandated employer-provided off-the-job disability benefit — workers' comp covers injuries on the job, DBL covers everything else. PFL provides job-protected paid leave for bonding with a new child, caring for a family member with a serious health condition, or military family support. Both are required for most NY employers with at least one employee for 30+ days in a calendar year. Most carriers bundle DBL/PFL with WC as part of a single statutory package. DBL replaces a portion of weekly wage up to a low statutory cap for up to 26 weeks; PFL replaces a higher portion up to a wage-indexed cap for up to 12 weeks. PFL is funded entirely by employee payroll deduction; DBL is typically split between employer and employee. Current contribution rates and benefit caps are published annually at wcb.ny.gov and paidfamilyleave.ny.gov.
